PJM Interconnection is the largest competitive wholesale electricity market in the world, serving 13 states from New Jersey to Illinois and a population of 65 million. As PJM retires aging coal and natural gas capacity, battery energy storage has become a critical resource for maintaining grid reliability — both for frequency regulation and for meeting capacity obligations in PJM's capacity market (RPM).

PJM's market structure offers BESS multiple revenue streams: the regulation market (which PJM pioneered for storage with Performance Score regulation), the capacity market, the energy market, and synchronous reserves. The introduction of the FERC Order 841 compliance reforms has continued to improve storage market access, though PJM's interconnection queue — the largest and most backlogged in the country — remains a significant development challenge.

BESS development in PJM is concentrated along transmission corridors in the Mid-Atlantic states, with growing activity in Ohio, Indiana, and Illinois. The combination of strong capacity market revenues, large load pockets, and substantial federal and state policy support makes PJM one of the most attractive markets for storage investment over the next decade.
