What Does a BESS Policy & Regulatory Do?
Policy and regulatory affairs professionals in the BESS industry engage with FERC, NERC, state PUCs, ISOs/RTOs, and legislatures to shape the rules that govern how battery storage systems are permitted, interconnected, dispatched, and compensated. They sit at the frontier of energy transition policy, where technical realities meet political and legal constraints.
The US storage market has been profoundly shaped by regulatory decisions — FERC Order 841, the IRA, state storage mandates, and ISO market rule changes have collectively unlocked hundreds of billions of dollars in investment. Policy professionals who understand both the technical and regulatory dimensions of BESS are essential to companies navigating this landscape.
These roles exist at developers, trade associations (ESA, ACORE, SEIA), law firms, consultancies, utilities, and government agencies. The ability to communicate complex technical concepts to non-technical policymakers — and to translate regulatory changes into business implications — is the core competency.
Essential Functions & Responsibilities
- Monitor and analyze FERC, NERC, state PUC, and ISO/RTO rulemaking affecting BESS
- Develop regulatory strategy and comment letters on behalf of the company or association
- Engage with legislators, regulators, and agency staff on energy storage policy priorities
- Track state energy storage mandates, incentive programs, and procurement requirements
- Analyze IRA, ITC, and federal energy policy developments affecting BESS economics
- Coordinate interconnection policy advocacy — queue reform, studyprocess, and cost allocation
- Represent the company at industry working groups, trade associations, and regulatory proceedings
- Prepare policy briefs, white papers, and regulatory filings
- Brief executive leadership and boards on policy risks and opportunities
Key Skills & Expertise
- FERC, NERC, and ISO/RTO regulatory processes
- State energy policy — PUC proceedings, legislative advocacy
- Energy storage market design — capacity markets, ancillary services, interconnection
- IRA, ITC, and federal energy incentive policy
- Regulatory writing — comment letters, white papers, and policy briefs
- Stakeholder engagement and coalition building
- Technical fluency in BESS systems and grid operations
Typical Qualifications
- ✓JD, Master's in Public Policy, Energy Policy, or Engineering; or equivalent experience
- ✓4+ years of experience in energy regulatory affairs, government, or policy
- ✓Direct experience engaging with FERC, state PUCs, or ISO/RTOs preferred
- ✓Strong written communication and public speaking skills
- ✓Understanding of energy storage technology and market economics
Salary Range
$95,000 – $175,000
BESS Policy and Regulatory professionals earn $95,000–$175,000 depending on experience and organization type. Law firm partners and senior government affairs executives at major companies can earn significantly more.
